DECISIONS

 

Set out below is a summary of the decisions taken at the meeting of the Combined Executive Member Decision Session held on Tuesday, 7 July 2026.  The wording used does not necessarily reflect the actual wording that will appear in the minutes.

 

Members are reminded that, should they wish to call in a decision, notice must be given to Democracy Support Group no later than 4pm on the fifth working day after this meeting.

6.               To consider and approve for publication planning guidance

 

Resolved: That the Executive Member for Housing, Planning and Safer Communities:

 

·        Supported and approved publication of the draft non-statutory planning guidance, subject to liaison with Officers in providing more detail in the hot food takeaway non-statutory Guidance to clarify how ‘places where children and young people congregate’ had been determined.

·        Delegated authority to the Director of City Development to approve any recommended changes and/or minor factual updates required to the planning guidance; and to approve of changes not requiring approval from a further Combined Executive Member Decision Session.

 

Reason: To enable publication of the guidance to support the implementation of the Local Plan policies and support consistent, high-quality development and decision-making.

7.               Gypsy and Traveller Action Plan – Annual Update

 

Resolved: That the Executive Member for Housing, Planning and Safer Communities:

 

·        Noted the work undertaken since the report to Executive on 3 June 2025.

·        Supported and approved the action plan for the next 12 months, subject to an amendment in the wording of ‘negotiated stopping’ to ‘preferred stopping areas’, in liaison with Officers.

 

Reasons: To set out clear and measurable actions for the coming year which aim to improve the outcomes of Gypsy and Traveller communities.

8.               Preparation For Adulthood Strategy

 

Resolved: That the Executive Members for Children, Young People and Education, and Health, Wellbeing and Adult Social Care supported and approved the Preparation for Adulthood Strategy 2026–2031.

 

Reason: To establish a shared citywide framework for preparation for adulthood and improve outcomes for young people with SEND.
